I believe it's typepad...
There's a lot of things screwy with their setup. You'll notice that Froomkin's blog has a URL from 4/11/005 post article and is difficult to permalink, blogs.washingtonpost.com has Achenblog (redirects after a short message), Typepad outages can knock out the entire site, and Froomkin's blog isn't even linked to in their blog directory (blog.washingtpost.com - not the missing pluralization).
I think they've had a tough retrofitting into their normal content management system.
